New Delhi: The government proposes to establish an Electricity Contract Enforcement Authority to resolve issues based on performance of contracts among power plants, transmission companies and distribution utilities.

It also proposes one single selection committee for posts of chairpersons and members of the Appellate Tribunal for Electricity (Aptel) and all regulatory commissions.

The government has also proposed to empower load dispatch centres to oversee the payment security mechanism to power plants from discoms before scheduling dispatch of electricity.

The electricity authority will have original jurisdiction on contract enforcement matters and its orders shall be executable as a decree of civil court. “The appeal against orders of the electricity tribunal shall be heard by Appellate Tribunal for Electricity,” the draft Electricity Act amendment bill issued for consultations by the power ministry said.

As per existing provisions of Electricity Act there are multiple committees for selection to the posts of chairpersons and members of Aptel, the central commission and state commission. The amendment also proposes to make uniform qualification for appointments of chairperson and members of central and state commissions.

The Amendment bill also proposed a National Renewable Energy Policy for promotion of generation of renewable sources of energy. The bill seeks to address delays in adoption of tariffs discovered under competitive tariff based bidding.
