### **3. SUBMISSIONS DURING HEARING**
#### **A. Petitioner’s (PTL) Submissions:**
1. **Compliance by CTUIL:** CTUIL filed a **detailed affidavit on 12.01.2026** with cost details for ICTs and bays to be borne by bulk consumers (GNA/GNARE grantees).
2. **Non-Compliance by Bulk Consumers:** As of the hearing, **bulk consumers have not yet deposited the required amount**.
3. **Request for Grant of Licence:** PTL urged the Commission to **proceed with granting the transmission licence** without further delay, as the **absence of a licence is preventing PTL from starting any project activity**.
4. **Suggestion:** The issue of **payment by bulk consumers can be examined separately** while the licence is granted.
#### **B. Respondent’s (CTUIL) Submission:**
– CTUIL confirmed filing the **affidavit dated 12.01.2026**, which provides **detailed cost breakdown** for the ICTs and associated bays to be paid by the concerned bulk consumers (GNA/GNARE grantees).
