## 4. Eligibility & Compliance
– Open to **domestic bidders** (OEMs, authorized dealers, EPC contractors).
– Must not be blacklisted, insolvent, or involved in litigation with REIL.
– Compliance with **Public Procurement (Preference to Make in India) Order 2017**.
– Compliance with **Land Border Sharing Restrictions** (DoE guidelines).
– Minimum project size: **20 KWp per site**.
