On September 24, Mr. Ho Sy Hung – Vice Chairman of the State Capital Management Committee at the enterprise (the Committee) and the mission went on field inspection and worked with Vietnam Electricity Group on the implementation of expanded Hoa Binh Hydropower Project.

Joining the delegation are leaders of Department of Energy, General Department and Legal Department of State Capital Management Committee at enterprises.
On the side of EVN, there were Mr. Nguyen Tai Anh – Deputy General Director, Mr. Pham Hong Phuong – Director of Power Project Management Unit 1, Mr. Nguyen Van Minh – Director of Hoa Binh Hydroelectric Company, leader of EVN’s specialized committee, the Company. After the field inspection, Mr. Ho Sy Hung highly appreciated EVN’s efforts in persevering in researching and studying the feasibility of the project. The project has a number of advantages due to inheriting existing infrastructure such as reservoirs, hydroelectric dams, technology and Russian consultants who used to build Hoa Binh Hydropower Plant.
“This is a key electricity project, very interested by the Government and the Commission. The efficiency and benefits of the project are very clear, once completed, it will supply over 488 million kWh of electricity and contribute to stabilizing the electricity system, reducing the working intensity of existing units, as well as reducing discharging in flood season, ”said Ho Sy Hung. 
In order to accelerate the progress of the project in the fourth quarter of 2020, the leaders of the Committee agreed to assign EVN’s Members’ Council to make decisions on project investment and take responsibility to the Committee. This will help EVN to be more proactive in implementing the project as well as selecting contractors to save time. Immediately after the meeting, the Committee will quickly finalize and approve procedures under its authority to start the project according to the set plan.  
Mr. Ho Sy Hung requested that the specialized units of the Committee should control the project progress, strengthen coordination with EVN to accelerate the project implementation progress, problems should be reported to the Committee leaders for handling. immediate management to ensure timely progress and quality.
For EVN, Mr. Ho Sy Hung asked that the environmental impact assessment should be focused, in the process of project construction and implementation, environmental and transportation risks should be reviewed and social security work focused. locally. In addition, it is necessary to apply information technology to good project management, saving time and human resources.
At the meeting, Mr. Nguyen Tai Anh – Deputy General Director of EVN said: The Group has assigned Power Management Board 1 to manage and operate the project. This unit is well-experienced in the implementation of large hydropower projects such as Son La and Lai Chau and is the best PMU of EVN today. Along with that, the consulting unit is Power Consulting Joint Stock Company No. 1 is the best unit in consulting hydroelectric plants today. Therefore, the Group fully believes in controlling the progress and quality of the project after it is approved by competent authorities to start construction.
“This is a project that EVN will deploy to apply science in construction investment and take this as a sample project to implement the expanded Tri An Hydropower Project, Ialy Expansion and some other power projects.” , Mr. Nguyen Tai Anh said.
Reported at the meeting, Mr. Pham Hong Phuong – Director of Power Project Management Unit 1 said: The Hoa Binh expansion project has been started to study since 2009. In 2016, EVN assigned Power Project Management Unit 1 as the head representative. direct investment in project management. The project is in the adjusted Electricity Planning 7, Ministry of Industry and Trade has supplemented the planning of Da River hydropower ladder on December 2, 2016. The project was approved by the Ministry of Natural Resources and Environment for environmental impact assessment in January 2018.
Field surveys started in October 2018. The work of setting up technical designs and specialized reports has been basically completed. The foreign advisory agency is conducting the review and is expected to complete the technical design and provide documents for independent verification consultants in November 2019.
Mr. Phuong added: The existing shared reservoir, weir and spillway of Hoa Binh Hydropower Plant. New construction items include inlet canals, inlets, tunnels, factories, downstream discharge canals and 500 kV connection system. The plant’s equipment are using modern technology, synchronized with existing Hoa Binh Hydropower Plant.
