State’s green energy obligation fixed at 21%

Chennai: Tangedco’s renewable power obligation (percentage of renewable power in total power purchase) has been fixed at 21% for the financial year (2021-22) and of this, nearly 50% will be solar power.

The TNERC in its latest order has said solar power must be 10.50% of the total power purchase and compared to last financial year it is an increase by 2%.

Tamil Nadu is one among the few states and Union territories to fulfil the RPO each year as majority of the states don’t even cross 60% of their target.

“Every obligated entity shall purchase not less than defined minimum percentage of its consumption of energy from renewable energy sources under the RPO during a year,” said a senior TNERC official.

Due to increase in the solar power target, the state must increase its solar power generation though projects are stuck at various levels. On an average, Tamil Nadu consumes not less than 15 million units of solar power each day even during November or December.

“We are hopeful of increasing the solar power purchase in the coming year. Many projects are in the pipeline and will be completed by March next year. The solar power tariff per unit is also less and it will also help us bring down the power purchase expenditure,” said a senior Tangedco official.

Tamil Nadu is using wind power during season between May and September and it is one of the few states which is able to fulfil the RPO each year without any problem. “Tamil Nadu sells wind power to many other states which are not able to meet the RPO targets. In the past, we have sold wind power to Goa, Uttarakhand etc,” said the official.

Andhra Pradesh, Gujarat, Himachal Pradesh, Karnataka, Madhya Pradesh, Mizoram, Nagaland, Rajasthan, Tamil Nadu, Tripura, Uttarakhand are the states that have achieved at least 60% RPO compliance, said a recent study by Mercom India.

RPO is the single most important policy driving renewable energy installations in India towards achieving its aggressive goal of installing 175GW by 2022 with solar comprising 100GW of this portfolio, the study said.

“Most states have specified RPO targets. However, due to lack of enforcement of RPO regulations and absence of penalties when obligations are not met, many of the state discoms are not fully complying with their RPO targets,” it said.
