US Firms Request Probe Into Chinese Solar Products Made Overseas – EQ Mag Pro

A group of US solar manufacturers is demanding federal investigations into tariff circumvention by Chinese photovoltaic (PV) cells and module makers exporting from Malaysia, Vietnam and Thailand.

The group, dubbed the American Solar Manufacturers Against Chinese Circumvention, has filed petitions with the US Department of Commerce, law firm Wiley Rein LLP announced on Monday.

They say Chinese firms circumvent anti-dumping and countervailing duties through “unfairly traded imports”. To address this, the petitioners demand that the existing duties applied to China-made solar products entering the US be extended to cover equipment made by Chinese companies in Southeast Asia.

“While Chinese companies now almost exclusively export to the United States from Southeast Asia, the vast majority of manufacturing, research and development, and capital investment remain in China,” the American Solar Manufacturers Against Chinese Circumvention say in a statement.

The petition contains a list of companies suggested to be investigated, including Jinko Solar and JA Solar (Malaysia), Trina Solar (Vietnam), Canadian Solar Manufacturing (Thailand), LONGi (Kuching) and China Sunergy.

“This targeted enforcement action ensures that the United States’ status as an innovation and manufacturing leader will not be endangered by exploitative trade practices that harm the American worker,” the US firms state.
