VEA suggests a mechanism to encourage solar power development in Vietnam

Vietnam Energy Association (VEA) has just sent to the Prime Minister the official Document No 48/HHNL- VP dated on September 25, 2019 for suggesting a proposal of a mechanism to encourage development of solar power projects in Vietnam.

The main content of the document is as follows:

1.Early approve the mechanism for encouraging development of solar power projects in Vietnam instead of Decision No. 11/2017/QD-TTg that was expired on July 1, 2019.

2.Supplement and amend a number of contents to overcome several shortcomings and limitations on the solar power development in the course of implementation in recent time:

a) Due to that the solar radiation intensity in Vietnam greatly varies by regions: the Northern provinces have the lowest radiation with an average figure of about 3.7 kWh/m2/ day, while the Southern provinces, the South Central region and the Central Highlands have an average radiation of up to 4.8 – 5.1 kWh m2/ day (nearly 1.4 times), leading to strong developing grid-connected solar power projects in the locations with a high radiation intensity, causing local overload, affecting the save electricity supply of the system. So, in order to overcome this situation, the VEA suggests to apply the electricity prices from grid-connected solar power projects by the regions (2-4 regions) instead of a common national price as regulated at the present.

In addition, the solar electricity prices by the regions will create conditions for the power system managerial and operative companies to have a lot of options to integrate the solar power projects with other power plants on the territory for getting a highest efficiency. The solar power prices by regions also have been applied in many countries over the world.

b) Under the solar panels, it is possible to grow suitable plants or aquaculture for floating solar projects.

In order to accelerate the preparation of investment, remove difficulties in site clearance, it is proposed to allow the grid-connected solar power projects in combination with agricultural production without changing conversing the land use purpose; encourage investors of solar power projects to cooperate with households which have land use rights to implement agricultural production in combination with electricity production.
