## 🧩 **Eligibility Criteria**
### **A. For MES Enlisted Contractors**
* Must be enlisted in **Class ‘D’ and above**, category **b(i)**.
* Performance should be satisfactory as per **Work Load Return (WLR)** records circulated by the Competent Engineer Authority.
### **B. For Non-MES Contractors**
To qualify, they must meet the **Class ‘D’ enlistment criteria** (as per *MES Manual on Contracts 2020*):
1. **Experience:** Completion of similar works with Central/State Govt. or PSUs (AWHO, AFNHB, CGEWHO, DGMAP).
2. **Financials:** Must meet requirements of **annual turnover**, **bank solvency**, and **working capital**.
3. **Clean Record:**
* No adverse WLR remarks.
* Not blacklisted, suspended, or debarred by any Govt./PSU authority.
4. **Work History:** Must upload list of completed or ongoing works in MES.
5. **Mandatory Registration:** Any un-enlisted firm with **two completed MES works** must obtain MES registration before participating again.

## ⏱️ **Timelines**

## ⚖️ **Key Administrative Clauses**
### **1. Technical Evaluation & Validation**
