**Eligibility and Bidding Process:**
The tender is open to both MES-enlisted and non-enlisted contractors, with specific criteria for each.
1. **For MES Enlisted Contractors:**
– Must be enlisted in Class ‘D’ with satisfactory performance.
– Must have a Memorandum of Understanding (MoU) with a solar power firm that has a valid credit rating (1A/1B/1C/2A/2C from agencies like CRISIL, CARE, etc.). The contractor can also bid directly if they themselves possess this rating and relevant experience.
– Must submit enlistment letters, GST/EPF registrations, and details of past and ongoing works.
2. **For Non-MES Contractors:**
– Must meet the enlistment criteria for Class ‘D’, including turnover, solvency, and experience in similar works as per the MES Manual of Contracts 2020.
– Must have the same MoU with a rated solar firm (or possess the rating themselves) and provide proof of similar completed works.
– Must submit police verification/clearance certificates and all documents required for MES enlistment.
– Must not be blacklisted or suspended by any government body.
**Submission Process:**
– Bidders must upload their bids in two parts on the e-tendering portal: **Cover-1 (Technical Bid)** and **Cover-2 (Financial Bid)**.
– **Cover-1** must include scanned copies of the DD for the tender fee, the EMD instrument (if applicable), and all eligibility documents.
– **Physical copies** of the DD and EMD instruments must reach the Accepting Officer’s office within 7 days of the bid submission end date. Failure to do so can lead to the rejection of the financial bid or a ban from future tenders.
– The tender document explicitly states that uploading a DD does not guarantee eligibility; the Accepting Officer has the right to validate the Technical Bid and reject any bidder based on their track record, financial position, and experience.
**Important Conditions and Clauses:**
– **No Collusion:** Related firms (with common proprietors/partners/directors) are not allowed to bid for the same contract.
– **Right to Reject:** The Accepting Officer reserves the right to reject any or all tenders without assigning a reason.

– **Penalties:** Withdrawing or revising rates downward after the financial bid opening is considered a wilful default and will result in forfeiture of EMD or equivalent penalties.
– **Subletting:** The work cannot be sublet to a third party.
