### **Technical**
* Must have completed in the last 7 years:
* 3 works of ≥₹18.60 lakh each (Excl. GST), OR
* 2 works of ≥₹23.25 lakh each (Excl. GST), OR
* 1 work of ≥₹37.20 lakh (Excl. GST).
* Experience should be in **SITC of Solar Panel Works**.
* AMC/O&M experience also acceptable on **pro-rata basis** for ≥1 year.
* Agencies with back-to-back subcontracting allowed only if supported by tripartite agreement & TDS certificates.
### **Financial**
* **Average Annual Turnover (last 3 years):** ≥₹13.95 lakh.
* **Net Worth:** ≥₹6.97 lakh (CA certified).
* Agencies in continuous losses for last 3 years are ineligible.
### **Other Requirements**
* PAN, GST registration, EPF & ESI registration (can be submitted post-award if not available).
* Valid **electrical license** mandatory.
* No JV/consortiums allowed.
* Firms blacklisted/debarred by AAI, PSU, Govt., World Bank/ADB are ineligible.

## **Process**
* **Two-envelope system:**
* **Envelope I:** Technical + Pre-qualification documents.
* **Envelope II:** Financial bid (online BOQ format only).
* Bids tampered/modified outside prescribed format will be rejected.
* Substantial completion is defined as ≥80% (value-wise) with functional utility.
