Leh – The governing body meeting of LREDA was held under the chairmanship of Chief Executive Councilor, LAHDC Leh Dr. Sonam Dawa at Council Secretariat to resolve the long pending issues of LREDA. The meeting was attended by Executive Councilor for Education Dorjey Motup, Executive Councilor for Tourism Tsering Sandup, Executive Councilor for Minorities Mumtaz Hussain, and members of governing body including Deputy Commissioner Leh Avny Lavasa and engineers and staffs of LREDA headed by Incharge Project Director LREDA Dr. Tsewang Thinlas.

The Ladakh Renewable Energy Development Agency (LREDA set up by the LAHDC, Leh for the implementation of renewable energy programmes has been implementing several renewable energy projects in the Leh District since its creation. Being the nodal agency for the Ministry of New and Renewable Energy (MNRE), Government of India in Leh District, several Government of India funded projects are under implementation by LREDA currently with the Ladakh Renewable Energy Initiative project being the major project under implementation.

On the onset of meeting, CEC Dr. Dawa expressed displeasure over the deteriorating performance of LREDA in the district and quipped that despite having maximum number of sunny days and chunks of lands in Ladakh most favourable for generating solar power, we are unable to tap the solar energy. To lead LREDA on the right path, the meeting in one vice felt that besides executing small Solar Power Plants in the district, LREDA must take major solar power plants in district for execution.

After threadbare discussion on all the agendas tabled in the meeting the meeting decided to approve Rs. 30 lacs out of the Rs. 56 lacs revenue of LREDA to meet salaries of staffs in the LREDA. Regarding creation of posts in LREDA, CEC Dr. Dawa directed Incharge Project Director LREDA Dr. Thinlas to project actual requirement of permanent posts with justification assuring Council’s strong follow-up with state and centre govts. A committee consisting of Executive Engineer Project Division PDD Tsewang Paljor, Exn. PDD Tundup Spalzang and Dr. Tsewang Thinlas Incharge Project Director LREDA was also constituted to fix the tariffs for Solar Power Projects in the district at local level. Regarding service charges for implementation of projects by LREDA, the meeting decided to charge 8% for State and central govt projects and 10% for private institutions, individuals and organization.

The agendas discussed in detail were allocation of funds under District Plan/Non-Plan for LREDA Office Expenses and salaries and decision regarding staff engaged at LREDA, service charges for implementation of projects by LREDA, approval for the expenditure of LREDA revenue for meeting salary requirements and office expenses, creation of posts at LREDA, re-allotment of civil works contract for Turtuk Micro Hydro Project, determination of tariff for Solar Power Projects in Leh district and handing over of power plants to communities and institutions, approval for escalation of electromechanical works for hydro projects, approval for implementation of solar water heating systems on market mode, Generation of Revenue for LREDA through Market Mode, Tendering of Works of LREDA, usage of the DDO Power of CPO, Leh for Project Director, LREDA-LAHDC, Leh, Amendment of LREDA Memorandum of Association and Byelaws, Implementation of transmission and distribution networks for upcoming SPV Power Plants and work liability for projects carried out by LREDA.
