HAREDA Issues Draft Solar Power Policy 2021, Invite Comments

New and Renewable Energy Department, Government of Haryana has published the draft for Haryana Solar Power Policy 2021. HAREDA has invited comments from government stakeholders within 15 days of the release of notification- April 22, 2021.

The state government considers solar energy as a vital form of energy to address the growing impacts of climate change at local and national levels.

Solar Energy has the potential to lower the state’s expenditure on energy and also to reduce transmission and distribution losses. Considering such facts, the Government of Haryana decided to revise the existing solar policy to address the issues faced by DISCOMs and project developers in the current scenario to accelerate the development of Solar Energy in the state by the establishment of large scale projects solar parks and small scale distributed systems.

The policy framework will address issues related to the metering of solar projects according to the official notice. Efforts will be made for an investment-friendly conducive environment for the promotion of solar power in Haryana.

These efforts will also promote the usage of Solar Energy with suitable incentives and policy framework for the Agriculture sector and for the solarisation of Electrical Vehicle (EV) charging stations for promoting the penetration of Electric Vehicles in the state of Haryana.

The official notice states that the policy will focus on the recognition & development of energy-efficient SPV technologies and the promotion of R&D in the solar energy sector. The policy will be operational from the date of its notification and will continue to be enforced until a new policy is notified.

The State intends to meet its Sustainable Development Goals or SDG by advancing the development of Solar Energy in an environment where the demand for energy and powers is rapidly growing.

The State seeks to promote the generation of green and clean power and encourage a feasible investment environment for solar energy. The policy also aims to attain its target of Solar Renewable Purchase Obligation (Solar RPO).

The policy will help to create a conducive environment for the participation of the private and public sector in the setting up of solar energy projects in Haryana. This would help to work consistently for an increase of the share of the solar power in the energy mix of the State.

The objectives also include promotion of Rooftop Solar Projects through Net Metering and Gross Metering mechanism or any other feasible manner.

The policy also aims to Promote Off-Grid Solar applications like Solar Water Pumps, home lighting systems, water heater and more.

The objective is also to meet the renewable energy requirement of Solar cities, and increase the income of farmers s by the installation of solar power plants for the sale of power and also by providing solar power in day time for agricultural activities.
