STATEMENT
Statement as referred in reply to Lok Sabha Starred Question no 380 due on 19.03.2020
The Ministry of New and Renewable Energy (MNRE), inter-alia, is implementing following schemes for promotion of use of solar energy in urban areas throughout the Country including Andhra Pradesh:-
(i) Grid Connected Rooftop Solar Programme Phase II: Under the scheme Central Financial Assistance (CFA) of 40% of the benchmark cost or tender cost, whichever is lower for residential grid connected rooftop systems upto 3 kW and 20% of the benchmark cost or tender cost, whichever is lower is provided for residential grid connected rooftop system of capacity of more than 3kW and upto 10 kW. The scheme also provides CFA of 20% of benchmark cost or tender cost, whichever is lower for group housing societies/ resident welfare associations for supply of power for common facilities. Performance based incentives is provided under the scheme to DISCOMs based on RTS capacity achieved in a financial year (i.e. 1st April to 31st March every year till the duration of the scheme) over and above the base capacity i.e. cumulative capacity achieved at the end of previous financial year as per following rates

A capacity of 8MW has been sanctioned to Andhra Pradesh Eastern Power Distribution Company Limited for installation in the residential sector in the year 2019-20.
(ii) Off-grid and Decentralized Solar PV Applications Programme of Phase III scheme:

Under the scheme central financial assistance (CFA) of 30% of the benchmark cost of the system or the tender cost, whichever is lower is provided for solar street lights and solar power plants in General Category States and CFA of 90% of the benchmark cost or tender cost whichever is lower is provided in North Eastern States including Sikkim, Himachal Pradesh, Uttarakhand and UTs of Jammu & Kashmir, Ladakh, Lakshadweep and Andaman & Nicobar Islands. For the State of Andhra Pradesh, 12,000 nos. of solar street lights have been sanctioned under the scheme.

For Solar Study Lamps, under the scheme CFA of 85% of the lamp cost is provided with balance 15% of the lamp cost to be borne by beneficiary student. The solar study lamps are distributed only in North-eastern States and Left Wing Extremism (LWE) affected districts of the country.

(iii) Off-Grid and Decentralized Solar Thermal Technologies for Community Cooking, Process Heat and Cooling Applications in Industrial, Institutional and Commercial Establishments: Under the scheme CFA is provided @ 20% of the bench mark cost or actual cost whichever is lower to all beneficiaries in all states for installation of Concentrated Solar Thermal Systems for the Community Cooking, Process Heat and Cooling Applications. For Non-profit making bodies and institutions in special category states, viz., NE States, Sikkim, Himachal Pradesh, Uttarakhand and UTs of J&K, Ladakh, Lakshadweep and Andaman & Nicobar Islands CFA @ 40% of the bench mark cost or actual cost whichever is lower is provided.

2. Further, MNRE has been implementing following other schemes which are primarily
not urban centric but can be implemented in urban areas also for promotion and use of
Solar Energy in the country including Andhra Pradesh:
• Solar Park Scheme for setting up of Solar Parks and Ultra Mega Solar Power Projects targeting over 40,000 MW of solar power projects.
• Scheme for setting up of Grid-Connected Solar PV Power Projects by the Central Public Sector Undertakings (CPSUs) and the Government of India organizations with Viability Gap Funding (VGF).
• VGF Scheme for setting up of 5000 MW of Grid Connected Solar PV Power Projects through Solar Energy Corporation of India (SECI), which has a separate component of 1000 MW for N-E states.
• Atal Jyoti Yojana (AJAY) scheme for Solar Street Light (SSL) in the States of Bihar, Jharkhand, Odisha, Uttar Pradesh, Jammu & Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, North-Eastern States, Islands of Lakshadweep and Andaman & Nicobar and aspirational districts which are not covered in these States including 5 Districts in the State of Andhra Pradesh. 75% of the cost of SSL System is provided through MNRE budget and remaining 25% is provided from MPLADS fund.
• Pradhan Mantri – Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM).
