### 🧾 **Eligibility Criteria**
#### For **MES Enlisted Contractors**
* Must be **Class ‘B’ or above**.
* No adverse remarks in workload or performance reports.
* Must be a **registered solar vendor** on the **PM Surya Ghar: Muft Bijli Yojana** portal,
or have a **valid MoU with such a vendor**, with cumulative installed solar capacity meeting required thresholds.
#### For **Unenlisted Contractors**
* Must meet **Class ‘B’ MES criteria** (financials, solvency, turnover, etc.).
* Not blacklisted or suspended.
* Must also have MoU or registration under the PM Surya Ghar scheme.

### 🔧 **Technical Pre-Qualification (PQC)**
Contractor (or solar partner) must have completed and commissioned **roof-top solar plants** in Govt/PSU setups within the last 7 years:
* **One work ≥ 280 kW**, or
* **Two works ≥ 175 kW each**, or
* **Three works ≥ 140 kW each**.
**Similar work definition:** Design, supply, installation, testing, and commissioning of solar power plants with associated electrical works.
Completion certificates and performance reports are mandatory for verification.

### ⚖️ **Special Conditions**
