#### A) For MES Enlisted Contractors:
– Enlisted with MES in **Class ‘D’ and above**

– Experience: Successfully completed & commissioned Solar Power Plants in Government Dept/PSU in last 7 years:

– Two works of capacity ≥ 20 KW **OR**
– Three works of capacity ≥ 16 KW

#### B) For Non-MES Enlisted Contractors:
– Must meet D Class enlistment criteria per MES Manual of Contracts 2020 (Para 1.4 & 1.5) including:
– Satisfactory completion of requisite value works with Central/State Govt/PSUs
– Annual turnover, bank solvency, working capital
– Same solar MoU/experience requirements as above
– Not suspended/debarred/blacklisted by any Govt Dept/PSU/Autonomous Body
– If already executing MES works, total value ≤ twice the tendering limit of eligible class
– Unenlisted contractors securing **two MES works** must get enlisted with MES, else ineligible for future tenders

### Key Bid Process Rules:
– **Two-cover system:** Cover-1 (Technical Bid) + Cover-2 (Financial Bid)
– Scanned DD for tender cost & EMD (as applicable) to be uploaded in Cover-1
– Physical copies of DD/EMD must reach Accepting Officer within **7 days of bid submission end date**, else:
– Enlisted contractors: Financial bid opened but may be banned for 6 months
– Unenlisted contractors: Financial bid **not opened**, name circulated for 6-month debar

### Performance Security Deposit:
– **5% of contract sum** to be deposited within 28 days of acceptance of tender
