## Rooftop Solar System (Mumbai Naval Area)
**Work & Scope**
* Provision of Rooftop Solar Systems at Old & New Navy Nagar, Naval Dockyard, and INHS Asvini, Mumbai.
* Includes installation (Phase I – 4 months) and operation & maintenance (Phase II – 60 months).
**Financials**
* Estimated cost: ~₹7.65 Crore.
* Tender fee: ₹3,000 (DD/Banker’s Cheque).
* EMD: ₹7,07,500 (Deposit at Call Receipt only).
* Performance Security: 5% of contract sum within 28 days of LoA.
**Eligibility**
* MES-enlisted: Class ‘S’ and above.
* Unenlisted: Must meet Class ‘S’ criteria (financials, solvency, past works, etc.).
* Solar vendor requirement: Must be a registered solar vendor (>800 kWp installed capacity) or have an MoU with one.
* Work experience (Govt/PSU, past 7 years):
* 1 job ≥800 kW OR
* 2 jobs ≥500 kW OR
* 3 jobs ≥400 kW.
**Bidding Procedure**
* Two-cover system:
* **Cover-1 (Technical)**: Tender fee, EMD, enlistment docs, GST/EPFO/ESIC, Integrity Pact, MoU with solar vendor, Power of Attorney, etc.
* **Cover-2 (Financial)**: Price bid in BOQ format (only portal submission).
* Integrity Pact: Must be signed, uploaded, and original sent.
* Originals (fee, EMD, Pact) must reach within 7 days of bid closing.
**Special Notes**
* No subletting via PoA (limited exceptions).
* Same solar vendor cannot partner multiple bidders.
* Failure to provide PS or misuse of BOQ/corrigendum leads to rejection.
* Integrity Pact and compliance with security/financial rules strictly mandatory.
