### 2. Core Issue in Dispute

The Petitioners (ReNew Solar Power Private Limited and other renewable energy developers) have filed this petition seeking relief related to **Transmission infrastructure delays** that have prevented them from evacuating power from their renewable energy projects.

**Key Problem Statement:**
– Petitioners’ projects were granted **General Network Access (GNA)** under the 2020 Sharing Regulations.
