Job Description

Key Performance Areas (KPAs)

1. Undertake Tender Study
Conduct detailed tender study team along with the Estimation Engineers, Planning team, PMG team etc.
Coordinate with other departments, to obtain inputs during the tender study activities
Capture information from site visit, pre-bid meetings etc. for accurate estimation
Draft queries for pre-bid meeting (if any)
Contribute to Risk assessment

2 Prepare output of Tender Study

Conduct technical methodology / project execution philosophy. Submit to L3a Tendering for review for areas where coordinated reviews would be required
Assess standards/ precedents and assess impacts of various options, in case of bid documents not clear, and assess best option for Bid preparation, and communicate same to HOD/ L2- tendering
Ensure costing for sub-contractors, equipment costs, material costs, manpower, quality, safety, testing requirements and any other costs (basis experience and assessment of tender documents) are accurately captured in the costing prepared and risks, if any are highlighted/ communicated to L2-tendering and other departments/ tendering team
Prepare and collate the Risk Assessment form after obtaining inputs by all departments and include important clauses of the tender
Draft appropriate risk mitigation options along with the coverage for the same

3. Post Award of Contract responsibilities

Compile all requisite documentation for handover to operations team. Documents obtained from client, prepared internally etc. need to be collated
Support PMG teams to revalidating estimates at Zero budget stage and ensure critical assumptions made during bidding stage are adequately tested during early construction, such that all risks are adequately evaluated at appropriate stage of project/contract life cycle.

4. People Management

Monitor performance of Tendering team; Provide timely and objective feedback to subordinates
Oversee recruitment, development and performance of functional staff, as per departmental budgets and functional targets
Recruit, assess, train, mentor, develop and manage direct reporting staff

Qualifications & Experience

12-16 years of experience, of which min 6 years in Project leadership role in Thermal Power plant &/ T&D projects as part of EPC contractor/Project owner ( Utility/ Grid entities).
Exposure to full project life cycle from tender evaluation, bidding, construction and commissioning of Power Transmission projects, with focus on civil structures, with strong knowledge of various standards of safety and quality, including testing and documentation requirements
Detailed understanding of Civil requirement for power transmission projects.
Should have led tender evaluation/ Bid process management/ projects for T&D
Should have demonstrated strong technical and project management aptitude with deep knowledge of relevant Engineering standards
