### **3. ELIGIBILITY CRITERIA (MANDATORY)**
* **Licensing & Registration:**
* Valid **Electrical Contractor License** with **Supervisory Competence Certificate**.
* Registration with **GST, EPF, ESIC, PAN**.
* **WCT registration** (if applicable).
* **Experience (Last 7 years – similar works):**
* **Three** works each ≥ ₹16.88 lakh, **OR**
* **Two** works each ≥ ₹25.32 lakh, **OR**
* **One** work ≥ ₹33.76 lakh.
* *Similar work* = Electrical work including solar installation/maintenance.
* Work value to be brought to current cost by **enhancing at 7% p.a.** from completion date.
* **Financial Soundness:**
* Average annual financial turnover (last 3 years ending 31.03.2025): **≥ ₹42.20 lakh** (CA certificate required).
* **Not incurred loss in more than 2 years** (last 5 years ending 31.03.2025).
* Bank solvency certificate (min. **₹16.88 lakh**) issued on or after **20.01.2025**.
* **Other:**
* Must possess construction plant, machinery, and technical staff.
* Must provide list of works in hand and completed works.
* **Not debarred/blacklisted** by any Govt./PSU.
* **No canvassing** allowed.
* **Foreign firms not eligible.** Indian firms with foreign directors require security clearance.
* Must comply with **Local Content (LC)** requirements under Public Procurement (LC) Policy.

### **5. BID SUBMISSION PROCESS (ONLINE – CPP PORTAL)**
* **Registration Required:** Bidders must enroll on CPP portal with valid **Digital Signature Certificate (Class III)**.
* **Two-Bid System:**
* **Cover-1 (Technical):** Scanned eligibility documents, EMD proof, undertakings.
* **Cover-2 (Financial):** Priced BOQ in **prescribed template only**.
* **Documents to Upload (Cover-1):**
* All eligibility certificates (GST, EPF, PAN, etc.).
* Experience certificates, Bank Solvency, CA-certified turnover & P/L statements.
* List of similar works & works in hand.
* List of plant, machinery, technical staff.
* **Signed undertakings** (as per Clause 1.11).
* Scanned EMD instrument details.
* **Financial Bid (Cover-2):**
* Must use **downloaded BOQ template**. Tampering/modification leads to **rejection and debarment**.
* **Every item must be quoted.** Blank cells will be treated as **₹0**.
* Rates must be **inclusive of all taxes** (GST, WCT, Labour Cess, etc.). **No separate reimbursement**.
* **Post-Submission:**
* **Physical EMD instrument** must reach RRCAT by deadline.
* Details must match uploaded scanned copy.

### **6. IMPORTANT TERMS & CONDITIONS**
* **Taxes & Liabilities:**
* All taxes (GST, WCT, Income Tax, Labour Cess @1%) included in quoted rates.
* Contractor responsible for EPF, ESIC deposits; no reimbursement.
* Labour wages to be paid through bank.
* **Security & Compliance:**
* Successful bidder must obtain **Police Verification Certificate (PVC)** for all staff at own cost (valid 3 years).
* Adverse security vetting may lead to **immediate contract termination** without claim.
* **Penalties:**
* **Withdrawal/modification of bid** after submission → **50% EMD forfeited + debarment from re-tender**.
* Submission of **false information** → **debarment from RRCAT tenders**.
* **Back-to-back execution** of quoted works prohibited → **EMD/Performance Guarantee forfeiture + permanent debarment from DAE**.
* **General:**
* Department reserves right to **accept/reject any bid without reason**.
* **No modifications** allowed after opening of Technical Bid.
* Jurisdiction for disputes lies with courts at **Indore**.
