### **ELIGIBILITY CRITERIA**

1. **Who can apply**:

* Indian companies, Limited Liability Partnerships (LLPs), Partnerships or Consortia/JVs.
* Experience in rooftop solar projects desirable but not mandatory.
* Must have valid registration on **ISN-ETS portal**.

2. **Not eligible for exemptions**:

* Startups, MSMEs, or any entity cannot claim exemption from Tender Fee or EMD.

3. **Document Requirements**:

* PAN, GSTIN, company registration certificates.
* Financial statements (Profit & Loss, Turnover, Net Worth).
* Undertakings on legal compliance, non-blacklisting, technical capability.

### **RESCO MODEL FEATURES**

* SPD bears full capital cost and maintenance of solar system.
* Electricity is sold to the government entity via PPA at a discovered tariff.
* Ownership remains with SPD during the contract term.
* PPA duration and terms will be defined in the contract issued post selection.

### **EMD CONDITIONS**

* EMD will be **forfeited** in following cases:

* Withdrawal or modification of bid post deadline.
* Submission of false documents.
* Failure to sign PPA or submit PBG.
* If submitted as Bank Guarantee (BG), validity must be minimum 9 months from last submission date.

### **OTHER KEY CONDITIONS**

* **Bid Validity**: 12 months from last date of submission.
* **Consortiums/JVs**: Allowed, with proper documentation of member responsibilities and lead bidder.
* **Tariff Discovery**: Lowest bidder (L1) for each location based on per kWh basis.
* **PPA Signing**: Only after successful empanelment and issuance of LoA.
* **No claim for CFA**: Since the sites are all Union Government buildings, CFA is not applicable.
