## 💰 Eligibility & Contractor Criteria

1. **MES Enlisted Contractors:**

* Minimum **Class ‘C’ and above**, with satisfactory performance record.
* Must have MoU with approved solar power firms rated **1A/1B/1C/2A/2B/2C** by CRISIL/CARE/ICRA/FITCH/SMERA/Brickwork.

2. **Un-enlisted Contractors:**

* Must meet MES enlistment criteria of Class ‘C’.
* Should show past work with Govt./PSUs, turnover, solvency, working capital compliance.
* Same requirement for MoU with rated solar firms unless rated themselves.
* Should not be blacklisted/suspended.

3. **Experience Requirement:**

* Completed and commissioned solar plants in Govt./PSU in the last 7 years:

* One work ≥ 60 kW (80%) OR
* Two works ≥ 37.5 kW (50%) OR
* Three works ≥ 30 kW (40%).

## 🏛️ Key Tender Conditions

* Contractors cannot submit multiple bids under different names/relations.
* EPC work must not be sublet (except to close relatives/employees with power of attorney).
* Preference policy may apply to MSMEs/Public Undertakings.
* Non-compliance in bid submissions (cost of tender, EMD, documents) will lead to disqualification.
* Penalty clause for withdrawal or upward revision of bids post-opening.
* Security clearance required for Indian firms with foreign directors.
