## ⚡ Eligibility Criteria
### A. For MES Enlisted Contractors
* Class **‘D’** eligible.
* Must have **MoU with Solar Power Firms** rated **1A/1B/1C/2A/2B/2C** by CRISIL/CARE/FITCH/ICRA/SMERA/Brickwork.
* Should not carry adverse remarks in Work Load Return.
* Contractors themselves having required rating or fulfilling un-enlisted criteria may also apply.
### B. For Non-Enlisted Contractors
* Must meet enlistment criteria of Class ‘D’ (experience, turnover, solvency, working capital) as per MES Manual of Contracts 2020.
* Must not be blacklisted/debarred.
* Must provide details of past works, solvency, police clearance, and other standard eligibility documents.
### C. For All Contractors – Experience Requirement
* Solar power plant projects in last 7 years:
* **One work** ≥ 80% of plant capacity (≥40 kW), OR
* **Two works** ≥ 50% capacity each (≥25 kW), OR
* **Three works** ≥ 40% capacity each (≥20 kW).
Additional rules:
* Eligible solar firms can bid directly or under MoU with MES contractors, but not both for same tender.
* Only one MoU permitted between a solar firm and one MES contractor for this tender.
* Violations → bids invalid.

## 📑 Documents Required

* Valid enlistment letter.
* Scanned copies of DD (tender fee) & EMD.
* GST registration, EPF registration.
* Undertaking for EMD exemption, if applicable.
### For Non-Enlisted Contractors

* Tender fee & EMD instruments.
* Police clearance certificate or notarized passport copy of proprietor/partners/directors.
* Documents for enlistment criteria compliance.
* Details of works in MES (if any).
* GST & EPF registration.

## ⚠️ Key Conditions
* Physical DD/EMD must reach office within 5 days of bid submission end date.
* No subletting allowed (except to family or employees with power of attorney).
* Deficiency rectification allowed within 7 days of notice.
* Related firms (common partners/directors) cannot bid simultaneously.
* Integrity Pact applicable (if project value exceeds threshold).
* Jurisdiction: Courts of Udhampur.
