1. **Make in India Compliance**: Bidder must comply with the Public Procurement (Preference to Make in India) Order 2017.
2. **Class-I Local Supplier Preference**: Valid registration with Government/Semi-Government organizations required.
3. **Financial Criteria**:
– Average Annual Financial Turnover (last 3 years): ≥ ₹ 17,82,000.00
– Banker’s Certificate / Net Worth Certificate: ₹ 14,25,600.00 or Net Worth ≥ ₹ 3,56,400.00
4. **Similar Work Experience (Last 7 years)**:
– Option 1: 3 similar works each ≥ ₹ 14,25,600.00
– Option 2: 2 similar works each ≥ ₹ 21,38,400.00
– Option 3: 1 similar work ≥ ₹ 28,51,200.00
– *Similar work*: Roof-top on-grid SPV plant supply, installation, testing, commissioning.

## 🖥️ **5. Online Bidding Process (CPPP Portal)**

– **Registration**: Bidders must enroll on CPPP portal with valid **Class-III Digital Signature Certificate (DSC)**.
– **Bid Preparation**:
– Documents can be in PDF/XLS/RAR/JPG formats
– BOQ file (BOQ-ZZZ.xls) must be downloaded, filled in **Sky Blue cells only**, and uploaded without modification
– GST rate fixed at **18%** (protected cell)
– **Bid Submission**:
– Only online via CPPP portal
– EMD details to be entered offline; original EMD instrument to be submitted physically
– MSME/NSIC registered firms exempted from EMD
– **Bid Security Declaration** must be submitted (Annexure-D)

## 🛡️ **6. Bid Security & Performance Security**

– **Bid Securing Declaration**: Mandatory (Annexure-D)
– **Performance Security**: 3% of contract value in the form of Bank Guarantee / FDR
– **Security Deposit**: 5% of tendered value, recoverable from running bills
– **EMD Refund**: Upon submission of Performance Security; if BG form, after verification

## ⚖️ **7. General Terms & Conditions**

– Tenders with conditional rebates will be rejected.
– Department reserves right to reject any/all tenders without reason.
– Canvassing is strictly prohibited.
– Tax provisions (GST, Income Tax, Labour Welfare Cess) applicable as per latest statutes.
– If tender is withdrawn before award, 50% of EMD will be forfeited.
– Tender validity: **75 days** from last date of submission.
