### **2. Eligibility Criteria**
#### **A. General Eligibility**
* The bidder must be an Indian company incorporated under the Companies Act, 1956/2013, a Government-owned enterprise, or an Indian solar cell/module manufacturer meeting this criterion.
#### **B. Technical Eligibility (Experience)**
The bidder must have successfully commissioned grid-connected Solar PV Plants in the last 7 years, meeting **any one** of the following “Similar Work” criteria:
* **One project** of minimum **1800 kWp** capacity.
* **Two projects**, each of minimum **1400 kWp** capacity.
* **Three projects**, each of minimum **1000 kWp** capacity.
* *Definition of “Similar Work”*: “Supply, Installation, Testing, and Commissioning (SITC)” of grid-connected Solar PV Plants or Solar PV Carport Plants.
#### **C. Financial Eligibility**
* **Solvency Certificate**: Minimum of **₹ 26,000,000** (2.6 Crore), not older than 6 months.
* **Average Annual Turnover**: Minimum **₹ 430,000,000** (43 Crore) over the last 3 consecutive financial years.
* **Profitability**: Should not have incurred a loss (negative Profit After Tax) in more than two years during the last five financial years ending March 31, 2024.

### **3. Scope of Work**
The selected Solar Power Developer (SPD) will be responsible for:
* Complete turnkey installation of the 2.2 MWp solar carport plant, including civil and structural works for the parking area.
* Obtaining all necessary approvals: Grid connectivity, Net Metering from DISCOM, CEIG, etc.
* **25-year Comprehensive O&M**, including:
* Preventive and breakdown maintenance.
* Replacement of defective modules, inverters, and other equipment.
* Regular cleaning of solar panels.
* Maintenance of CCTV surveillance, security lighting, and entry/exit signage for the car park.
* Providing water supply for panel cleaning.
* Online performance monitoring and reporting.

### **4. Power Purchase Agreement (PPA)**
* A 25-year PPA will be signed with the successful bidder within 60 days of the Letter of Award.
* **Tariff**: The quoted levelized tariff will be **fixed for the entire 25-year period** (inclusive of all taxes).
* **Payment**: DDA will pay for 100% of the energy generated, as metered at the delivery point, at the agreed tariff.
* **Performance Guarantee**: Minimum Performance Ratio (PR) of 75% at commissioning.
* **Buyback Option**: The PPA includes a schedule with a declining buyback price if DDA wishes to purchase the plant during the term.

### **5. Key Technical Specifications**
* **Modules**: Crystalline silicon, complying with IEC 61215/IS 14286 & IEC 61730. Must have RFID tags for traceability.
* **Warranties**:
* **Material Warranty**: Minimum 5 years.
* **Performance Warranty**: Degradation not to exceed 10% in 10 years and 20% in 25 years.
* **Mounting Structure**: Hot-dip galvanized mild steel or aluminum, designed for Delhi’s wind speed (150 km/hr). Minimum clearance: 3.5m for buses, 2.5m for cars/bikes.
* **Inverter/PCU**: Grid-interactive, with anti-islanding protection, efficiency >93% (with isolation) or >97% (without isolation) for units ≥10kW.
* **Cabling**: UV-resistant, XLPE/PVC insulated, sized to limit total system voltage drop to ≤2%.
* **Earthing & Protection**: Comprehensive earthing (resistance ≤5 ohms), lightning arrestors, and surge protection devices (SPDs) as per relevant IS/IEC standards.
