India Charts Bold Course to Lead Global Green Hydrogen Revolution – EQ

In Detail : India’s National Green Hydrogen Mission is a major initiative aimed at positioning the country as a global leader in green hydrogen production, usage, and export. The mission sets an ambitious goal of producing 5 million metric tonnes of green hydrogen annually by 2030. It is expected to catalyze investments worth over ₹8 lakh crore, create more than 600,000 jobs, and significantly reduce greenhouse gas emissions.

The mission is financially supported by the Strategic Interventions for Green Hydrogen Transition (SIGHT) program, which has an outlay of ₹17,490 crore. Incentives under this program are targeted at manufacturing electrolysers and producing green hydrogen. Combined with funding for pilot projects, research and development, and other initiatives, the total mission budget stands at ₹19,744 crore, showcasing a strong commitment to building a green hydrogen economy.

To encourage domestic demand, the government plans to introduce consumption mandates for green hydrogen and its derivatives in sectors such as refining and fertilizers. These mandates will be enforced through Hydrogen Purchase Obligations (HPOs), requiring industries to ensure a certain share of green hydrogen consumption. A certification framework is also being developed to authenticate the renewable origin of green hydrogen for both domestic and global markets.

On the supply side, the mission promotes competitive bidding for green hydrogen and ammonia procurement. Recently, nine companies secured $259 million in subsidies to support the production of 450,000 tonnes of green hydrogen annually. Policies such as waivers on power banking, open access charges, and potential GST reductions for electrolysers and renewable components are also being introduced to lower the cost of green hydrogen production.

The mission also emphasizes export opportunities by promoting India as a key supplier of green hydrogen globally. Strategic partnerships and favorable policies are being put in place to facilitate the export of green hydrogen and derivatives like green ammonia and green methanol. Massive green hydrogen hubs are being developed, such as one involving a $21.6 billion investment to build 20 GW of renewable energy capacity.

India’s green hydrogen funding plan represents a holistic approach combining financial incentives, regulatory measures, and strategic planning. By addressing both supply and demand, promoting research and innovation, and pursuing export opportunities, the National Green Hydrogen Mission aims to transform India into a global powerhouse in the green hydrogen sector by 2030.
