### Key Business Eligibility Criteria

**For MES Enlisted Contractors:**
– Must be enlisted in **Class ‘C’** or above
– No adverse remarks in Work Load Return (WLR)

**For Non-MES Enlisted Contractors:**
– Must meet Class ‘C’ enlistment criteria (experience, annual turnover, solvency, working capital as per MES Manual on Contracts 2020)
– Must have **MoU with a solar power firm** rated 1A/1B/1C/2A/2B/2C by CRISIL/CARE/FITCH/ICRA/SMERA/Brick Work Ratings
– No blacklisting/suspension by any government department
– No outstanding government recoveries

**Mandatory Experience (for all contractors):**
Successfully completed rooftop solar plant in government department/PSU in last 7 years:
– One work of **≥112 kW**
**OR**
– Two works of **≥70 kW** each
**OR**
– Three works of **≥56 kW** each

### Critical Business Rule – MoU with Solar Firm
– A solar power firm **cannot** bid directly and also be under MoU with a contractor in the same tender.
– One MoU permitted between **one solar firm** and **one contractor**.
– Violation makes **all related bids invalid**.

### Submission & Physical Document Timeline
– Scanned copies of DD for tender cost & EMD must be uploaded in Cover-1.
– **Physical DDs must reach the Accepting Officer within 5 days** of bid submission end date, failing which:
– Enlisted contractors: Financial bid opened but 6-month bidding ban for non-submission of tender cost DD.
– Un-enlisted contractors: Financial bid **not opened**, plus 6-month ban.
– EMD physical copy missing: Financial bid **not opened**.
