**3. Eligibility Criteria**

– **A. For MES Enlisted Contractors:**
– Must be enlisted in MES **Class ‘A’ and above**.
– Must have a **Memorandum of Understanding (MoU)** with a solar power firm holding a financial rating (1A to 2C) from CRISIL/CARE/FITCH/ICRA/etc.
– Must meet the specific solar work experience criteria (see section C below).

– **B. For Non-Enlisted Contractors:**
– Must meet the enlistment criteria for MES ‘A’ Class contractors (regarding past project value, turnover, solvency, etc.) as per the MES Contracts Manual.
– Must have an **MoU** with a rated solar power firm (rating 1A to 2C).
– Must not be suspended/debarred/blacklisted by any Government/PSU body.
– **Note:** Un-enlisted contractors already working in MES must not have adverse remarks in Work Load Reports (WLRs).

– **C. Technical Pre-Qualification (Work Experience – for All):**
– The bidder (or the partnered solar firm via MoU) must have experience commissioning Solar Power Plants for Government/PSUs in the last 7 years:
– **Option 1:** One work of capacity not less than 80% of the NIT capacity.
– **Option 2:** Two works of capacity not less than 50% of the NIT capacity.
– **Option 3:** Three works of capacity not less than 40% of the NIT capacity.

**4. Key Rules regarding MoU and Partnerships**
– **MoU Requirement:** It is mandatory to have an MoU with a rated solar power firm unless the contractor themselves possesses the required rating.
– **Exclusivity:**
– A solar power firm can only partner with **one** MES contractor for this specific tender.
– A solar firm cannot bid directly **and** also be a partner in an MoU for the same tender. Violation leads to invalidation of all related bids.
– **Documentation:** The MoU must be on stamp paper and uploaded in Cover I (Technical Bid).

**5. Earnest Money Deposit (EMD)**
– **Amount:** ₹4,62,000/-.
– **Payee:** In favour of GE (U) Bathinda.
– **Form:** Deposit at Call Receipt (FDRs are **not** acceptable).
– **Submission:** Scanned copy in Cover I; physical copy must reach the office within 5 days of bid end date.

**6. Bid Submission Requirements**
– **Cover I (Technical Bid):** Must include:
– Application letter and enlistment letter (for MES contractors).
– Scanned copy of DD for tender cost and EMD.
– **Signed Integrity Pact (IP)** on each page.
– Proof of MoU with rated solar firm and their experience certificates.
– Police Verification/Clearance Certificate (for un-enlisted contractors).
– Solvency and Working Capital certificates (for un-enlisted contractors – format in Annexure I).
– **Cover II (Financial Bid):** Priced BOQ.

**7. Relaxation for Lower-Class Contractors**
– If less than 7 eligible bids are received from Class ‘A’ contractors, contractors from **one class below** (e.g., Class ‘B’) may be considered.
– **Condition:** Their residual work in hand must not exceed 5 times their tendering limit, **OR** they must meet the criteria for upgrading to Class ‘A’ (based on experience and financials).
