## **Scope of the Petition**

The petition sought a **separate RTM (Regulated Tariff Mechanism) Transmission License** for two major transmission schemes at **Bhuj-II Pooling Station (GIS), Gujarat**:

### 1. **Augmentation of Transformation Capacity at Bhuj-II PS**

* Creation of **new 220 kV Bus Section-II** at Bhuj-II PS.
* **ICT addition:** 2×500 MVA (400/220 kV, 5th & 6th) + 1×1500 MVA (765/400 kV, 3rd).
* GIS line bay for **ABREL (RJ) Projects Ltd.**
* **Estimated cost:** ₹428 crore.
* **Timeline:** 21 months.

### 2. **Provision of ICT Augmentation & Bus Reactor at Bhuj-II PS**

* **ICT addition:** 3×500 MVA (400/220 kV, 7th–9th) + 1×1500 MVA (765/400 kV, 4th).
* **Bus Reactor:** 1×330 MVAr, 765 kV (2nd).
* **Line bays:**

* Aditya Birla Renewables (ABRSL).
* ACME Cleantech (2 bays).
* Avaada Energy (1 bay).
* Adani Green Energy Thirty-Two (1 bay).
* Adani Renewable Energy Eight (1 bay).
* **Estimated cost:** ₹587 crore.
* **Timeline:** 21 months.

## **Petitioner’s Submissions**

* Requested **grant of a separate RTM license** for the above projects.
* Liberty to approach CERC later for **final determination of transmission charges** once works are completed.
* Permission to rectify omissions or errors if needed.

## **Regulatory & Institutional Context**

* These projects are part of the **RE integration schemes at Bhuj-II (2000 MW hub in Gujarat)**.
* Initially approved for **Tariff-Based Competitive Bidding (TBCB)** route but received only a **single bid** despite multiple rounds.
* On recommendation of the **Secretary (Power)**, the **National Committee on Transmission (NCT)** approved both schemes under the **RTM route** in its 27th meeting (Feb 2025).
* CTUIL & MoP formally assigned the schemes to **POWERGRID Bhuj Transmission Ltd.** via OMs in Feb and March 2025.

## **CERC’s Analysis**

* Verified compliance with all requirements under **Sections 14 & 15 of the Electricity Act, 2003** and **Transmission License Regulations, 2024**.
* CTUIL (via affidavit dated 26.06.2025) **recommended grant of license**, noting that:

* Augmentation will raise Bhuj-II evacuation capacity to **2.5 GW**, and with ICT + Bus Reactor, further to **4 GW**.
* Scheme is critical for meeting India’s **500 GW RE by 2030 target**.
* No objections were received from the public after publication of notices.

## **Decision**

* CERC held that **PBTL is prima facie eligible** for grant of a separate RTM transmission license.
* Directed:

* **Public notice** in two daily digital newspapers and on CERC website to invite objections by **09.10.2025**.
* Petition to be listed for **hearing on 16.10.2025**.
