### **2. Project Scope**
* **Components:**
* 2 Nos. 220 kV GIS bays.
* 245 kV GIS bus duct (\~240 m).
* 6 Nos. 220 kV SF6 GIS to AIS bushings.
* New GIS building (600 sqm, for 8 bays).
* EOT crane for GIS building.
* **Timeline:** 21 months from CTUIL’s OM (20.10.2026).
* **Estimated Cost:** ₹21.46 crore.
* **Special Note:** New GIS hall independent from existing; dismantling/rework (if any) under TSP scope.

* MUML already a transmission licensee (WRSS-XIX & NERSS-IX under BOOM/TBCB).
* In CMETS-WR (24.09.2024), GETCO requested additional outlet at Vapi-II → scheme approved.
* CTUIL (20.01.2025) assigned project to MUML under RTM mode.
* Commission (19.07.2025) proposed grant of licence; directed publication of notice inviting objections.
* **Public Notice (25.07.2025, TOI & Hindustan):** No objections received.
* CTUIL (23.05.2025): recommended grant of licence.
* Hearing held 07.08.2025 → matter reserved.

### **4. Commission’s Findings & Directions**
* MUML satisfied conditions under Section 15 of the Act & 2024 Regulations.
* No objections received; CTUIL supported licence.
* **Transmission Licence granted** to MUML (RTM mode) for 25 years, subject to conditions:
1. Licence valid for 25 years (extendable).
2. Comply with 2024 Transmission Licence Regulations & future enactments.
3. Application for renewal to be made 2 years before expiry.
4. No electricity trading permitted.
5. Timely payment of licence fee (per CERC Fee Regulations, 2012).
6. Comply with NLDC/RLDC directions under Sections 26, 28, 29 of Act.
7. Maintain performance standards (per CERC 2012).
8. Provide non-discriminatory open access (per OA & GNA Regulations, Grid Code 2023).
9. No other business without CERC intimation (per Sharing of Revenue Regulations, 2020).
10. Bound by CERC Sharing Regulations 2020 & Grid/CEA standards.
11. Submit periodic reports as required.
* **Monitoring:** CTUIL/Independent Engineer & CEA to monitor progress; report lapses to CERC.
* Extract to be sent to MoP & CEA under Section 15(7).
