## 🧾 Eligibility

1. **MES Enlisted Contractors (Class B or above)** – must have an MoU with an approved solar firm.
2. **Unenlisted Contractors** – must meet Class B criteria and have an MoU with an eligible solar firm.
3. **Solar Power Firms** – must be registered on the **PM Surya Ghar National Portal** and have a **cumulative installed capacity ≥ 600 kW**.

## ⚙️ Experience (PQC Requirements)

Bidders must show experience in solar plant projects with one of these:

* 3 works of ≥ 240 kW each (40%)
* 2 works of ≥ 300 kW each (50%)
* 1 work of ≥ 480 kW (80%)

Include completion and performance certificates.

## 📤 Submission Process

* Submit bids online in **two covers**:

* **Cover-1 (Technical)**: all eligibility documents, MoU, DD scan, PQC proofs, Integrity Pact
* **Cover-2 (Financial)**: price bid
* Send physical copies of DDs and Integrity Pact to CE Pune Zone within 5 days of bid closing.

## ⚠️ Key Conditions

* No subletting to other firms.
* Shortfall documents may be requested; if not submitted, price bid won’t be opened.
* Bids on old/cancelled BOQs will be rejected.
* Withdrawal or rate change after opening = EMD forfeiture and disqualification.
* Disputes under Pune court jurisdiction.
