## ⚙️ **Purpose of the EOI**

CEL invites Expressions of Interest from **financially and technically capable EPC contractors** for **empanelment** to execute **Solar Photovoltaic (SPV) system projects** under its various renewable energy programs.

The EOI seeks to **create a panel of eligible EPC contractors** to whom CEL can **assign projects** on a case-by-case basis for quick and efficient execution of solar-related works across India.

## 🔋 **Scope of Work**

Empanelled EPC contractors will be responsible for **Engineering, Procurement, and Construction (EPC)** activities for the following **SPV-based systems**:

1. **Solar PV Power Plants** (Grid-connected and off-grid)
2. **Solar Home Lighting Systems (SHLS)**
3. **Solar Street Lighting Systems (SSLS)**
4. **Solar Water Pumping Systems**
5. **Other allied solar energy systems**

These works are to be executed **on behalf of CEL** for projects that are awarded to it by various **Government ministries, PSUs, and State Nodal Agencies (SNAs).**

## 🧮 **Key Requirements**

Applicants must demonstrate:

* **Technical capability:** Proven track record in solar EPC works.
* **Financial strength:** Sufficient working capital and turnover to manage medium to large-scale SPV projects.
* **Project experience:** Prior experience with installation, commissioning, and maintenance of SPV systems or equivalent renewable infrastructure.
* **Quality compliance:** Adherence to BIS/MNRE guidelines and other relevant Indian/International standards.

## 🗂️ **Application Process**

1. **Mode of submission:**

2. **Required documents:**

* Filled EOI application form (as per prescribed format).
* Company profile and statutory registrations (PAN, GST, CIN, etc.).
* Technical credentials, past project reports, and completion certificates.
* Financial documents (balance sheet, turnover certificate, etc.).

3. **Review & Opening:**

* EOIs will be **opened twice a month** (on 15th and last working day).
* Applications are **evaluated continuously**, allowing new vendors to be empanelled anytime before March 2026.

## 🏛️ **Administrative Notes**

* CEL reserves the **right to reject any application** without assigning reasons.
* The **Deputy General Manager (Materials Management Division)** will oversee the evaluation and empanelment process.
* Once empanelled, contractors will be considered for **specific project allotments** under subsequent CEL tenders or work orders.
