#### 1. Project Scope and Commercials

#### 2. Bidder Eligibility Criteria

– **Un-Enlisted Contractors:** Must meet the enlistment criteria for Class ‘C’, category ‘b(ii)’ as per the MES Manual on Contracts 2020. This includes:
– Satisfactorily completed works of requisite value for Central/State Govt/PSUs.
– Meeting requirements for annual turnover, bank solvency, and working capital.
– Must not be suspended/debarred/blacklisted by any government body.
– **Foreign firms are not eligible.** Indian firms with foreign nationals/directors may be considered subject to security clearance.
– **Common Business Rules:** Not more than one tender per firm. Bids from close relatives with business dealings or firms with common partners/directors are liable for rejection.
#### 3. Earnest Money Deposit (EMD) and Tender Cost
– **Tender Cost:** **Rs. 500/-** (in the form of DD/Banker’s Cheque in favor of GE Dehu Road).
– **EMD Amount:** **Rs. 1,33,000/-** .
– **For MES Enlisted Contractors:** EMD is required only if the Standing Security Bond has not been executed. It must be in the form of a **Deposit at Call Receipt. Fixed Deposit Receipts (FDR) are not acceptable.**
– **For Un-Enlisted Contractors:** EMD submission is mandatory (same format).
– **EMD Refund/Conversion:**
– Refunded to unsuccessful bidders.
– For the successful bidder, the EMD can be converted into part of the Performance Security, which must be deposited within 28 days of acceptance of tender.
#### 4. Integrity Pact and Documentation
– **Integrity Pact (IP):** A signed Integrity Pact is mandatory.
– A scanned copy must be uploaded with the Technical Bid (Cover-1).
– The original signed copy must be sent by post along with the Demand Draft.
– Failure to submit the IP will lead to disqualification.

– **All Bidders:** Application letter, cost of tender DD, EMD instrument (if applicable), GST & EPFO Registration, signed Integrity Pact.

#### 5. Critical Submission and Process Rules
– **Submission Portal:** Bids must be uploaded on [www.defproc.gov.in](http://www.defproc.gov.in).
– **Physical Document Deadline:** Scanned copies of the DD and EMD are uploaded with the bid. The **original physical copies must reach the Accepting Officer within 7 days** of the bid submission end date.
– **Failure to do so:**
– **Enlisted Contractor:** Financial bid opened, but face a 6-month ban.
– **Un-Enlisted Contractor:** Financial bid will **not** be opened, and the firm will be circulated for non-opening of bids for 6 months.
– **No Deviation Policy:** Bids proposing any alteration to the conditions are liable for rejection. Bidders are deemed to have full knowledge of the site and all relevant documents.
