### **3. Eligibility Criteria**

#### **(a) MES Enlisted Contractors**

* Must be enlisted in **Class ‘D’ and above** with satisfactory performance.
* Should have an **MoU with a solar power firm** rated **1A–2C** by CRISIL/CARE/FITCH/ICRA/SMERA/Brickwork.
* May participate directly if they hold the required solar rating.

#### **(b) Unenlisted Contractors**

* Must meet MES enlistment criteria for **Class ‘D’** (experience, turnover, solvency, etc.).
* Must not be **blacklisted, debarred, or suspended**.
* Should have an MoU with a qualified solar power firm (rating 1A–2C).
* Must provide police verification and documentary proof of work experience.

#### **(c) Work Experience Requirement (All Contractors)**

Must have completed solar power plant works in Government/PSU during the last 7 years of:

* **One work** ≥ 80% of tender capacity, OR
* **Two works** ≥ 50% each, OR
* **Three works** ≥ 40% each of the tender capacity (i.e., 50KW).

### **4. Tender Process & Documentation**

* **Cover 1 (Technical Bid):** Must include application, enlistment letter, MoU, experience list, and residual work details.
* **Cover 2 (Financial Bid):** Will be opened only after validation of Cover 1.
* **Physical copies of EMD and DD** must reach GE (South) Pathankot within 7 days of bid closure.

* Subletting or execution through third-party firms **not allowed**.
* Only close family members or firm employees can hold power of attorney.
* Non-compliance or failure to submit physical EMD/DD may result in **ban or disqualification** for 6 months.
* **Wilful defaults** such as rate revision after bid opening will lead to **penalties and re-tendering**.
* Related firms (common partners/directors) cannot submit simultaneous bids.
