– **Phase-I:** 6 months (execution).
– **Phase-II:** 120 months (maintenance).
– **Total:** 126 calendar months (10.5 years).
– **Type of Contract:** Based on MES specifications (IAFW-1779A) and General Conditions of Contract (IAFW-2249) with Schedule ‘A’/BOQ to be priced by contractor.

### **2. ELIGIBILITY CRITERIA**
#### **For MES Enlisted Contractors:**
– Must be enlisted in **Class ‘A’ or above**.
– Must have satisfactory performance remarks in Work Load Returns (WLR).
– Must have **MoU with solar power firms** rated **1A/1B/1C/2A/2B/2C** by CRISIL/CARE/FITCH/ICRA/SMERA/Brick Work Ratings.
– **Experience:** Successfully completed & commissioned solar power plants in Government/PSU in last 7 years:
– **One work** of ≥80% capacity in NIT, **OR**
– **Two works** of ≥50% capacity each, **OR**
– **Three works** of ≥40% capacity each.
#### **For Un-Enlisted Contractors:**
– Must meet **MES Class ‘A’ enlistment criteria** (financial, turnover, solvency, etc.).
– Must have **MoU with rated solar firm** (unless contractor itself has the rating).
– Must **not be blacklisted/debarred** by any Govt./PSU.
– Must submit **Police Verification/Character Certificate** for proprietors/partners/directors.
– If awarded **two MES works**, must enlist with MES before further participation.

### **3. TECHNICAL PRE-QUALIFICATION CRITERIA (PQC)**
1. **MoU Requirement:** Mandatory for both enlisted and un-enlisted contractors (unless contractor has own rating).
2. **Experience:** As above.
3. **MoU Restrictions:**
– One solar firm can bid **either directly** or **via MoU with one contractor**, not both.
– MoU must be on **stamp paper** and uploaded in Cover-1.
4. **Documents for Cover-1:**
– Application on letterhead.
– Enlistment letter (for enlisted).
– DD for tender cost & EMD.
– Solvency & Working Capital certificates (for un-enlisted).
– Police clearance/passport copies.
– Integrity Pact (signed on each page).
– List of completed works with certificates.

### **4. FINANCIAL REQUIREMENTS**
– **Earnest Money Deposit (EMD):** ₹4,62,000 via **deposit-at-call receipt** (FDR not accepted).
– **Cost of Tender:** ₹2,000 via DD.
– **Physical Submission:** Original DD & EMD instruments must reach Accepting Officer within **5 days** of bid submission end date, else:
– **Enlisted contractors:** Financial bid opened but penalized (6-month ban).
– **Un-enlisted contractors:** Financial bid **not opened** (6-month ban).
– **EMD not received:** Financial bid not opened.

### **5. TENDER PROCESS & EVALUATION**
– **Two-cover System:**
– **Cover-1:** Technical & eligibility documents.
– **Cover-2:** Financial bid.
– **Technical Validation:** Accepting Officer decides based on eligibility; can reject without assigning reason.
– **Appeal:** To NHEA (Chief Engineer South Western Command) within 7 working days.
– **Shortfall of Bidders:** If <7 eligible, contractors **one class below** may be considered if they meet upgrade criteria.
– **Related Firms:** Tenders not issued to firms with common proprietors/partners/directors.

### **6. KEY CONDITIONS & PENALTIES**
– **No Subletting:** Work cannot be sublet or executed via PoA to third parties. PoA allowed only to **family members or employees** not having separate MES firm.
– **Deficiency Rectification:** 7 days to rectify after communication, else financial bid not opened.
– **Revoking/Revising Offer After Opening:**
– **Penalty = EMD amount.**
– For un-enlisted: EMD forfeited.
– For enlisted: amount recovered via MRO; suspended from tendering till deposited.
– **Retendering done**; defaulting firm barred from re-tender.
– **Non-Submission of Performance Security:**
– **Un-enlisted:** 6-month suspension from tendering.
– **Enlisted:** Suspended till EMD deposited or 6 months, whichever later.
– **BOQ Revisions:** Failure to quote on revised BOQ → bid considered non-bonafide.
