Summary:

### 1. Case Overview

– **Petition Number:** 824/TL/2025
– **Date of Hearing:** February 26, 2026
– **Subject:** Application for the grant of a transmission licence.
– **Petitioner:** Angul Sundargarh Transmission Limited (ASTL).
– **Respondents:** Central Transmission Utility of India Limited (CTUIL) and Others.
– **Purpose of Petition:** The company is seeking a transmission licence, which would authorize it to build, own, and operate inter-state power transmission systems.

### 2. The CERC Bench

The hearing was conducted by the following Members of the Commission:

– **Shri Ramesh Babu V.** , Member
– **Shri Harish Dudani**, Member
– **Shri Ravinder Singh Dhillon**, Member

### 3. Petitioner’s Submission

The counsel for ASTL made the following submissions:

1. **Compliance:** The petitioner has filed a compliance affidavit dated February 23, 2026, as directed by the Commission in its previous order dated February 13, 2026.
2. **Public Notice:** The Commission had previously issued a public notice inviting objections to the grant of the licence, as required under the Electricity Act, 2003.
3. **No Objections:** The counsel confirmed that **no objections or suggestions** were received from any stakeholders in response to this public notice.

### 5. Commission’s Observation & Directive4
Despite the petitioner’s compliance and the lack of public objections, the Commission noted a specific issue from its previous order:

– **Recovery of Charges:** In paragraph 33 of the order dated February 13, 2026, the Commission had proposed that the transmission charges for this project would be recovered from the generator, **NLC India Limited (NLCIL)** .

Since this is a key financial term that directly impacts a respondent (NLCIL) and the Central Transmission Utility (CTUIL), the Commission observed that they had not filed any comments on this specific proposal.

– **Directive:** The Commission deemed it appropriate to grant another opportunity to the respondents, particularly **CTUIL and NLCIL**, to file their comments on the proposal regarding the recovery of transmission charges.

– **Timeline:** These comments, if any, must be filed within **two weeks** from the date of this hearing.
