Summary:
—
### 1. Project Overview
The project, titled **”Inter-Regional Strengthening between SR Grid and WR Grid,”** is a critical transmission scheme aimed at enhancing power transfer capability and facilitating the evacuation of renewable energy (RE) from the Southern Region.
– **Project Scope (The “Project”):**
– **Parli New (WR) – Bidar (SR) 765 kV D/C (Double Circuit) line.**
– 2 x 765 kV line bays at Bidar Pooling Station (PS).
– 2 x 765 kV line bays at Parli New Sub-station.
– 2 x 240 MVAr Switchable Line Reactors (SLR) at Bidar end on both circuits (with a spare unit).
– **Scheduled COD:** **October 17, 2027** (24 months from the date of SPV transfer).
– **Project Structure:** Build, Own, Operate and Transfer (BOOT) basis.
– **Tariff Determination:** Under **Section 63** of the Electricity Act, 2003 (Tariff Based Competitive Bidding).
—
### 2. Project Planning and Justification
The transmission scheme was planned to address the growing power demand in the Southern Region and to integrate new renewable energy capacity.
– **Need for Project:** The Southern Region’s peak demand is projected to reach ~97.5 GW by 2029-30. Existing inter-regional links were deemed inadequate. The Bidar Pooling Station was identified for ~2.5 GW of RE potential, with connectivity already granted.
– **Planning Approvals:**
– Recommended in the **34th CMETS** and approved in the **52nd SRPC (Southern Regional Power Committee)** and **52nd WRPC** meetings.
– Approved by the **National Committee on Transmission (NCT)** in its 29th meeting on April 17, 2025.
– **National Component – RE (NC-RE):** The scheme is intended to be treated as a **National Component for Renewable Energy (NC-RE)** . This means its transmission charges will be shared by all drawee DICs (Distribution Companies) across India on an all-India basis, as per the CERC Sharing Regulations, 2020. This point was raised by Respondent No. 34 (TNPDCL) and confirmed by CTUIL.
—
### 3. Competitive Bidding Process (Section 63)
The project was developed under the Tariff Based Competitive Bidding (TBCB) Guidelines issued by the Ministry of Power.
– **Bid Process Coordinator (BPC):** **REC Power Development and Consultancy Limited (RECPDCL)** was the BPC.
– **Bid Timeline:** RfP issued on June 20, 2025; bidding concluded on October 17, 2025.
– **Bidders:** Six bidders participated, including POWERGRID, Adani Energy Solutions, Torrent Power, and others.
– **e-Reverse Auction (e-RA):** An e-RA was conducted.
– **Results:**
– **Winner:** **Power Grid Corporation of India Limited** emerged as the successful bidder with the lowest final quoted transmission charges of **Rs. 1,047.59 million**.
– The Bid Evaluation Committee (BEC) certified that the process was carried out in accordance with the Guidelines.
—
### 4. Post-Bidding Activities and Incorporation
– **SPV Transfer:** RECPDCL had incorporated a Special Purpose Vehicle (SPV) named **SR WR Power Transmission Limited**. POWERGRID acquired 100% equity in this SPV on **October 17, 2025**.
– **Name Change:** The SPV was subsequently renamed **POWERGRID Parli Bidar Transmission Limited** (the Petitioner), with a certificate from the Registrar of Companies dated January 20, 2026.
– **Key Agreements:**
– **Transmission Service Agreement (TSA):** Executed with the Central Transmission Utility of India Limited (CTUIL) on October 17, 2025.
– **Contract Performance Guarantee (CPG):** Furnished to CTUIL for Rs. 24.00 crore.
—
### 5. Compliance with Transmission Licence Regulations (2024)
The Petitioner applied for the licence under the **CERC (Procedure, Terms and Conditions for grant of Transmission Licence and other related matters) Regulations, 2024**. The order details the petitioner’s compliance:
