### **1. Background**

* A meeting was convened under the **Chairperson, Central Electricity Authority (CEA)** to address persistent **curtailment of Renewable Energy (RE) generation in Rajasthan**.
* The issue primarily relates to **non-availability of Transmission General Network Access (T-GNA) margins** despite commissioning of key transmission assets.

### **2. Key Concerns Raised by RE Developers (SPDA)**

* Approximately **4 GW of commissioned RE capacity** continues to face curtailment during **peak solar hours (11:00 AM – 2:00 PM)**.
* Delay in effectiveness of GNA for commissioned projects due to **lag in commissioning of associated ISTS transmission systems**.
* Lack of **clarity on commissioning timelines** of upcoming transmission schemes affecting project planning.

### **3. Requests Made by RE Developers**

* Re-assessment of **available transmission margins** and exploration of additional evacuation capacity.
* **Fast-tracking of Bhadla II – Sikar II 765 kV D/c line (2nd circuit)** and other linked transmission projects.
* Improved **visibility and transparency on commissioning schedules** of evacuation infrastructure.

### **4. System Status Shared by Grid India**

* Prior to Khetri–Narela 765 kV D/c line commissioning, **3.8 GW RE injection** was permitted during peak hours.
* Post commissioning, **GNA has become effective for ~4.8 GW**, but **~4 GW RE capacity remains restricted during peak hours**.
* Injection for restricted capacity is allowed during **non-peak hours on a staggered basis**.

### **5. Technical Constraints Identified**

* **Voltage oscillations** at RE pooling stations.
* **Low Short Circuit Ratio (SCR)** at multiple pooling substations.
* **Thermal loading constraints** on:

* Bhadla (RVPN) – Bikaner (RVPN) 400 kV D/c line
* 765 kV Bikaner – Khetri D/c line

### **6. Key Decisions & Action Points**

* **PMU data sharing** by Grid India with affected RE developers for analysis of voltage oscillations.
* RE developers to **undertake mitigation measures** at plant/switchyard level in coordination with OEMs.
* **Transmission commissioning timelines** to be formally shared with developers.
* **Upgradation of Bhadla–Bikaner 400 kV D/c line** to be expedited; coordination meeting with RVPN and POWERGRID to be scheduled.
* Grid India and CTUIL to jointly examine **network augmentation options**, including **dynamic line rating**.
* Identified lines for dynamic rating to be **placed before the next NCT meeting**.

### **7. Business Implications**

* Continued curtailment impacts **project revenues, cash flows, and investor confidence**.
* Faster transmission augmentation and operational coordination are critical to **unlock stranded RE capacity**.
